The basics
Your chart ruler is the planet that rules your rising sign

Try this today
- Use the calculator below with your birth time, or tap your rising sign if you already know it.
- Write the house number down. Then read that house page and see what lands and what doesn't.
- If you have a modern ruler too (Scorpio, Aquarius, Pisces rising), read both houses.
Your rising sign is the sign coming up over the eastern horizon at the minute you were born. Every sign has a planet that "rules" it, the way a host runs a house. The planet that rules your rising sign is your chart ruler, and old astrologers treated it as the captain of the whole chart.
So the chain is short. Find your rising sign, find its ruler, then look at where that planet actually sits: which sign, which house, and what it touches. That last part is the interesting bit. A Gemini rising whose Mercury sits in the 10th house reads very differently from one whose Mercury hides in the 12th.
Think of it as the planet with the most say in your story. The house it lands in is often the part of life people notice first about you, or the part you keep circling back to.
The sky behind it
Rulerships follow the classical scheme in Ptolemy's Tetrabiblos (I.17): the Sun and Moon each take one sign, and Mercury, Venus, Mars, Jupiter and Saturn take two each.
Traditional vs modern
Three rising signs get two rulers

Try this today
- If you are Scorpio rising, compare your Mars house with your Pluto house. Which one sounds more like your week?
- Notice whether the modern ruler's house matches what friends your age also say about themselves.
Before telescopes, astrologers worked with seven visible bodies. Mars ruled Scorpio, Saturn ruled Aquarius and Jupiter ruled Pisces. After Uranus (1781), Neptune (1846) and Pluto (1930) were found, many twentieth-century astrologers handed those three signs to the new planets: Pluto for Scorpio, Uranus for Aquarius, Neptune for Pisces.
Neither camp is "right". Traditional astrologers use the old rulers only. Most modern astrologers read the new one as the ruler and the old one as a co-ruler. Our calculator shows both so you can compare.
One practical difference: the outer planets move slowly, so a modern ruler is shared by everyone born within months or years of you. In our sample, Neptune was never in Pisces for anyone born 1960 to 2010, so a Pisces rising's modern ruler could never fall in the 1st house. Mars, Saturn and Jupiter give a more personal answer.
The numbers
Which house is the chart ruler usually in?

We computed 120,000 random birth moments from 1960 to 2010 at New York's latitude, worked out each rising sign and read where its traditional ruler landed in whole-sign houses.
The spread is close to even, but not flat. The most common was the 2nd house (8.9% of charts) and the least common the 11th house (7.9%). An even split would be 8.3% each. The four angular houses (1st, 4th, 7th, 10th) together held 33.6%.
Rising signs are not equally common either. At New York's latitude, Scorpio rising showed up in 10.7% of births and Pisces rising in only 5%, because some signs take far longer to cross the horizon than others.
The sky behind it
Method: 120,000 uniform random UTC moments, 1960-01-01 to 2010-12-31 UTC, at New York (40.7128 N, 74.0060 W); JPL DE442 via Skyfield; whole-sign houses; seed 20261018. Shares vary with latitude.
How to read it
Sign, house, aspects: three questions for your ruler

Try this today
- Check whether your ruler aspects your Sun or Moon. That link often makes the chart feel more 'of a piece'.
- If your ruler is retrograde, look at what you tend to revisit rather than start fresh.
House tells you where. It is the area of life your energy keeps flowing into: career for a 10th house ruler, friends and groups for the 11th, home for the 4th.
Sign tells you how. Venus in Leo moves differently from Venus in Capricorn, even in the same house.
Aspects tell you who it works with. A ruler conjunct Saturn learns patience early. A ruler with no major aspects tends to act on its own, which can feel like a lone streak. The calculator lists major aspects (conjunction, sextile, square, trine, opposition) with their orbs.
A retrograde ruler is also worth a note. In reflective practice it is often read as someone who reworks, revisits and second-guesses before acting, not as a problem.

Birth time
Why your birth time matters so much here
The rising sign changes roughly every two hours, and faster or slower depending on the sign and your latitude. Change the rising sign and you change the ruler. If your time is a guess, try the times either side in the calculator. If it is unknown, start with our rising sign without birth time tool to see which rising signs are possible on your birth date.

Houses
Whole-sign or Placidus?
We use whole-sign houses: your rising sign is the whole 1st house, the next sign the 2nd, and so on. It is the oldest system and gives one clean answer. Placidus can move a ruler one house over if it sits near a cusp. See whole sign vs Placidus for how much that shifts.

Quick answers
What is my chart ruler?
Your chart ruler is the planet that rules your rising sign (Ascendant). Aries rising is ruled by Mars, Taurus by Venus, Gemini by Mercury, Cancer by the Moon, Leo by the Sun, Virgo by Mercury, Libra by Venus, Scorpio by Mars (modern: Pluto), Sagittarius by Jupiter, Capricorn by Saturn, Aquarius by Saturn (modern: Uranus) and Pisces by Jupiter (modern: Neptune).
How do I find my chart ruler without my birth time?
You cannot be sure, because the rising sign depends on the time of birth. You can narrow it down: our rising sign without birth time tool lists the rising signs that were possible on your birth date and place, and you can read the ruler for each.
Is my chart ruler the same as my ruling planet?
Usually yes. Most astrologers use "ruling planet" and "chart ruler" for the planet that rules the rising sign. Some sun-sign columns use "ruling planet" for the ruler of your Sun sign, which is a different thing.
What does chart ruler in the 10th house mean?
Your ruler sits in the house of career and public life, so your identity tends to be tied up with work, reputation and being seen. In our computed sample about 8% of charts had this placement.
Should I use the traditional or modern chart ruler?
Both are in use. Traditional astrology uses Mars, Saturn and Jupiter for Scorpio, Aquarius and Pisces; modern astrology adds Pluto, Uranus and Neptune. Reading both houses side by side is a good way to see which one you relate to.
Which house is the chart ruler in most often?
In 120,000 computed charts (1960 to 2010, New York latitude, whole-sign houses), the 2nd house came out on top at 8.9% and the 11th house was least common at 7.9%.
What if my chart ruler is retrograde?
A retrograde ruler is common for slower planets like Jupiter and Saturn, which spend months of each year retrograde. In reflective astrology it is read as a turn inward or a habit of revisiting, not as bad luck.
