Most people would put their money on Cancer, the Moon's own sign. It is a very close race. On our six rules Pisces finishes one point ahead, and the gap comes from two places.
The first is Neptune, which modern astrologers give to Pisces. Neptune is the planet of dissolving boundaries, dreams and empathy. In chart readings it is the reason a Pisces can walk into a room and pick up the mood before anyone says a word. The second is Venus, which is exalted in Pisces by tradition, the planet of love at its most tender and idealised.
Cancer scores just as high on water and higher on the Moon. Its feelings are protective: it worries about you, remembers what upset you and keeps the photo albums. Pisces' feelings are porous: it takes in everyone's mood, including the ones that are not its business.
So who is more emotional depends on what you mean. If you mean empathy, Pisces. If you mean memory and attachment, Cancer. Both answers are in the dials below.

The Moon rules Cancer and is exalted in Taurus in the traditional scheme. Neptune's link to Pisces is a modern assignment, made after the planet's discovery in 1846.

Third place is a tie on points between Taurus and Scorpio, and it surprises people both ways.
Taurus looks calm. But the Moon is exalted in Taurus, a traditional honour that astrologers read as emotional steadiness and a deep need for comfort. Venus rules it, so it feels through the senses and through love, and it is fixed, so feelings stay. Taurus will not cry in the meeting. It might still be thinking about that meeting next spring.
Scorpio is the water sign everyone calls intense. It scores on water and on being fixed, the same depth and persistence, but it has no Moon or Venus connection. Astrologers describe Scorpio's feelings as private and protected, felt fully and shown rarely.
The rule order puts Taurus first because the Moon comes before water in our list. If you think intensity matters more than tenderness, raise the water dial and Scorpio moves up.

There is a reason people argue about this ranking. "Emotional" means two things in everyday speech: feeling things strongly, and showing it.
The fire signs, Aries, Leo and Sagittarius, are emotional out loud. Astrology describes their feelings as hot, visible and quick to pass. You will see an Aries get upset, and you will see them get over it, sometimes in the same conversation. That is why we gave fire a point: you notice their emotions, even if the feelings do not run as deep as the water signs'.
The water signs are emotional underneath. Cancer, Scorpio and Pisces are described as feeling things for a long time, and Scorpio especially as keeping it hidden.
The earth and air signs score lowest, but that is not coldness. Virgo worries, Capricorn holds it until later, Gemini talks it out. Different routes for the same feelings.
