Some rankings are close. This one is not. Scorpio scores twice as many points as the three signs tied behind it.
It collects from four of our seven rules. Pluto, its modern ruler, is the planet of all-or-nothing intensity and power in relationships. Mars, its traditional ruler, adds competitiveness. Scorpio is a fixed sign, so it holds on, and a water sign, so it feels small shifts in attention. Astrology's classic Scorpio is a deeply loyal partner who expects the same loyalty back, completely.
That is the important bit. In astrology's description, Scorpio's jealousy is the shadow of its loyalty. The same sign that notices when you are distant is the one that will show up at 3am when you need it.
In real life, jealousy that turns into checking phones or controlling who someone sees is a relationship problem, not a star sign. The ranking describes temperament, the kind of thing friends tease each other about, and nothing more.

Three signs tie for second, and each one's jealousy has its own trigger.
Taurus is ruled by Venus and is a fixed earth sign, the sign of possessions and of what is mine. Astrologers describe Taurus jealousy as possessive but quiet, slow to flare and slow to fade.
Cancer is ruled by the Moon and is a water sign. Its jealousy, in astrology's telling, is about security: fear of being left, which can look like clinginess or a hurt silence.
Leo is ruled by the Sun and is fixed. Its jealousy is about status in your affection. Leo wants to be your favourite, and makes it fairly obvious when it suspects it is not.
Our rule order puts Taurus first, because Venus comes earlier in the list. If you think fear of loss is the root of jealousy, raise the Moon dial and Cancer moves up.

Sagittarius is the classic answer. It is a fire sign ruled by Jupiter, and astrology describes it as valuing freedom, its own and its partner's, above almost everything. Gemini is mutable air, curious and busy, and rarely possessive.
Virgo and Capricorn are earth signs without Venus or Moon rulership. Astrologers describe Virgo as more likely to worry than to feel possessive, and Capricorn as trusting the structure of a commitment once it is made.

People often ask which sign is the most jealous in a relationship. Astrologers would answer with a question: where is their Venus, and where is their Moon?
Venus describes how you love and what you value in a partner. The Moon describes what you need to feel safe. Someone with a Sagittarius Sun but Venus in Scorpio and the Moon in Cancer will feel jealousy far more than the Sagittarius stereotype suggests.
